ECIPS AGENCY

European Centre for Information Policy and Security ECIPS a European Agency "Public Utility in Public Interest" in the form of an N.P.M.I.A. was established in 2015 under Belgian law, in accordance with the law of 27th June 1921, the articles of association established under Treaty 124 of International Organizations Reference ETS No.124 by Council of Europe with Entry into Force 01/01/1991. All technical staff including the president is protected under Vienna Convention 1986. The agency was approved by Royal Decree on 14th June 2015 giving ECIPS full International Status under Treaty 124 of International Organizations Reference ETS No.124 and its Articles whereas Belgium signed on the 24/04/1986 and came into force on 1/01/1991.

ECIPS Agency operates as a federally ratified institution endowed with comprehensive operational jurisdiction and enforcement prerogatives under the rule of law. The Agency functions with full autonomy under the auspices of Treaty 124 Council of Europe concerning International Organizations, whereby it is recognized and accorded status as an International Public Utility entity, subject to international legal frameworks in accordance with article 46 annex 1 Member states and the adoption of the Budapest Convention on cybercrime and organized crime treaty ref# ETS No.185.  

This principle preserves the organization’s status as an international public utility, independent of modifications to Belgium’s domestic procedural laws after 2015.

The ECIPS Constitution approved by Minister of Justice Koen Geens and by Royal Decree WL22/16.594 come into force on 14 June 2015 after Approval by King Philippe of Belgium. All European member States were given an additional 6 months to object to the Decree WL22/16.594 and therefore the official first International ECIPS Congress were hold on 17 and 18 November 2015 in Brussels whereas the announcement took place in the presence of public, officials attendance and members of European Organizations. The First Official Elected President is Ricardo Baretzky.

PUBLIC NOTICE: ECIPS ltd. was subsequently closed when ECIPS became an Official Federal Approved Agency (International Public Utility NPMIA) by Decree WL22/16.594. No official notices were received from United Kingdom when exiting the European Union to leave the organization.
